I'm a little confused about what exactly constitutes a nation's army for political purposes. Does this apply to any army containing a unit of that nation, or an army in that nation's territory?

Your first inclination is correct (I believe). I don't think there is a rigid definition in the rule-book, but it does seem to suggest that a nation's army is any army (i.e. unit or collection of units) mustered by a given nation.

I second that. Atleast one unit has to be in an army, in order to represent a nation for Political purposes.
