Just to be sure: Can the voice of Saruman be used to upgrade 2 basic unit to elite while these units are besieged? I think yes, but maybe i am wrong.

I would say yes, since no rule prevent it. Only new musterings are prevented by the Stronghold being under siege.
But this is a grey zone and the final verdict could go either way...
Hopefully Francesco will stop by and give a definite answer.

Roberto, the head honcho over at Nexus Games, also said initially that it should be allowed to use the ability even when Isengard is under siege. But the final decision is yet to be made so play it as a yes untill further notice.

The official answer is here and it is as follows:
The rules state that no mustering is allowed when a Stronghodis under siege. This automatically makes "The Voice of Saruman" useless when Orthanc is under siege.
So, there we have it. No replacing two Regular units with Elites when Orthanc is under siege.
