the eye of sauron seems to play a big part in the story. the eye hinders the movement of the fellowship and at the end aragon rallies and attacks morder simply to move the eye of sauron away from the fellowship.
so what if the eye of sauron was a token or some representative symbol placed on any region of the board at the beginning of ech round that the shadow player wanted giving him either fellowship hunt advantages or army and battle advantages if the respective felloship/armies were in the same region as the eye token.
the last mechanic i would add is a rule that states any attack on the shadow players army would automatically move the eye counter to the region of the defending shadow army, representing the free peoples strategy of abusing saurons eye magic ability and plot device for their own success.

The Eye of Sauron is already represented in the game by the Eye Hunt tiles and the Event cards and Character abilities that affect those tiles. "The Last Battle" Event card represents the event you mentioned (the attack on the Black Gate), which keeps Free Peoples Action Dice from being added to the Hunt Box, reducing the effect of Eye tiles. The fact that these effects hurt the Fellowship only when an Eye tile is drawn represents the random nature of the Eye's search for the Ring.
