Hi!
So, last game we played I had this free peoples event card that allows a free people's army with a character to move maximum 2 regions. No units may be picked up or dropped of, apart from splitting the army initially, AND THE REGIONS MUST BE FREE FOR THE PURPOSE OF ARMY MOVEMENT...
So, in the rule book 2nd edition it states; literally copied; "Free regions; The rules and event cards often refer to a free region. A region is free for a player when it doesn't contain an enemy army AND/OR an enemy controlled settlement."
So, obviously we are thinking now that the card does NOT allow that army to occupy ANY settlement controlled by the other player even when there are no army units there.
How else can I interpret this???

...right, so, we were actually a bit confused by the first statement. There is one rule, and then a 2nd that contradicts the first. My understanding now is that ANY army, either using ANY move army die possibility, or using ANY movement indicated on an event card (unless differently specified on that card), can move into ANY region as long as there are no enemy army units there.
Only retreating can not be done into an enemy controlled settlement.
So, if this was stated in this way it would be a bit clearer.
So, the movement I indicate can simply end in an enemy hold stronghold without army units and the moving army then occupies it.

There is no contradiction. There are free regions, as defined by the quote referenced, and there are regions free for the purposes of Army movement. The latter are same as the former, with the exception that the latter also include unoccupied enemy-controlled Settlements. Which type of region you're talking about is dependent upon the rule or Event card in question. So if the rule or Event card references "free regions", then unoccupied enemy-controlled Settlements are not included, but if it references "regions free for the purposes of Army movement", they are.
