Here is the strategy which drives me mad as fair player ;-)
Wait with for the opportunity to play the witch king.
Try to besiege the fortress the fellowship hides to get hunt re-rolls.
Use "Cruel Weather" to move the fellowship out of a haven.
Protect your own fortresses carefully. Hunting the ring is a long task and the free people will gather huge armies. Yet, there is no hope for a military victory if you use your armies wise and defensive. You have time and endless armies. Use it.
Activate the Balrog and use him as an extra hunter. Move him to the Fellowship for the extra hunt tiles.
Concentrate on hunting the fellowship, once the witch king is on their heels. Play as much cards as you can. Playing cards is far more effective than hunting the ring with eyes.
Avoid activating free nations. Fight them one at a time.

Hi Henry, it won't work as an always do to win strategy, because the witch king chief of the ringwraiths can only be played if the fellowship is in an open region. This typically happens with reveal tiles, but I have often foregone the 1st or even 2nd step to stop to not end up opponent being able to play the witch king. If he can, then yes, it is a powerful character for hunting but foregoing all military victories puts the ball in your opponents court. With all the cards on reducing corruption and the number of turns the ring can stay in a stronghold to reduce to 0 if you are not attacking anyway gives plenty of options.
Also, the moment this strategy is known, the fellowship will start breaking up, so only 1 eye can be put in the hunt box, with that in mind, how will you ensure stopping the ring from moving, even if out in the open, you only get 1 hunt re-roll no matter how many characters/minions/armies you have in the same region...
This will give a clever FP player a clear win as there are always strongholds to hide in if you are not attacking as Shadow...
