I've got a question about the event cards. When an event card says you can recruit 2 regulars/elite, does this mean: A) Can you recruit 2 elite units with this card B) Can you place those units recruited with this card in the same region?

Welcome, Sirolf!
Without knowing which particular card you're referring to, all I can say is that you should follow the directions on the card. It may indeed allow you to break the normal rules of recruitment, such as recruiting multiple units in the same Region. The only restriction is that you can't recruit in a Region that contains an enemy Army or Control Marker, unless the Region contains a Stronghold under siege.

I mean cards like: Cirdan's ships, a new power is rising, shadows on the Misty Mountains. I have a few other questions: A) Does the terrain influence the first battle round such as woods or hills/mountains which are present on the eastern part of the map? B) I presume that you can't recruit Saruman if Orthanc is under siege or captured, is this correct? C) Is it possible for a non-active army under siege to sortie, so that the siege can be broken, or has the non-active army no choice then to wait until the besieging army moves away?

No. Fortifications, Cities and Strongholds are the only map features that affect the number required to hit in combat. Of course, you cannot attack across a heavy black line (mountain range). B) I presume that you can't recruit Saruman if Orthanc is under siege or captured, is this correct? You must control Orthanc, but it may be under siege. C) Is it possible for a non-active army under siege to sortie, so that the siege can be broken, or has the non-active army no choice then to wait until the besieging army moves away? I assume that by "non-active" you mean "not At War"? (I can't think of any circumstances under which a Nation could have an Army under siege without being Active.) If the Nation is not At War, the Army must wait until it is At War before it may sortie.
