We had a situation where a Sauron army with 1 Naz was besieging Minas Tirith. Another Sauron army with 6 Naz was waiting in Osg.
FP wants to use The Eagles Are Coming (via companions in MT) against the Naz in Osg, which is adjacent to MT, but of course the FP in MT are under siege. It is arguable whether the besieged FP army (under siege in MT) is adjacent to the Osg army (the FP army could not attack the Osg army, etc.).
The bold text at the top of the card mentions both 'adjacent to' and 'in the same region' (siege situation). It is a little ambiguous on this question.
I think the card was meant to bring the Eagles directly to the FP force to assist it. Not send the eagles over to Osg where there is no FP force present. But it isn't clear that a strict reading of the card curtails this possibility.
Can the Eagles attack the Naz in Osg in the above situation?

I would say that in the same Region takes precedence over adjacent to, so you'd only be able to attack the nearest Nazgûl. The real question is, if the Army in the same Region doesn't contain Nazgûl, but the Army in the adjacent Region does, can you attack those Nazgûl? This sounds like one for the FAQ.

I would tend to disagree with Krieghund. "Eagles" are not dependent upon the army, nor are they "in Siege". They simply come to the aid of an army in the region (siege) or adjacent region (in this case Osgiliath). The eagles do not originate from the siege, thus they do not HAVE to attack the closet Nazgul.

Oh, I agree that the card as written makes no distinction. I was just musing about the designers' probable intent. I should have made that more clear.
I would play it that either Army's Nazgûl are valid targets for now. That would be the definitive answer unless an FAQ entry contradicts it later.
